This is a standard Prison fixture. The fixture is a water closet (toilet) lavatory and drinking fountain all in one.
This fixture is used in all prisons, detention centers, holding cells ect. It is not just in this complex.

While I abhor AOC, you have to admit that that toilet/sink combo is messed up.

How is that messed up? They were designed for use in prisons, few changes in over 30 years or more. They are as close to indestructable as you can get. They just plain do the job and cannot easily be torn apart to make weapons from.
