Wrong.
Many were tossed because they was no evidence provided to even be challenged in court. If asked by a judge “Mr. Navarro what evidence will you present in trial to prove your allegation that 62000 minors voted in Georgia?” Do you think the judge is going to let the lawsuit move forward if he says “It’s our guess we need a month of access to the the SOS records to see if our guess is right.”?
If I file a lawsuit against you the judge expects me to describe some evidence I have to support the lawsuit before he sets a date. If the evidence described is weak he is not going to waste the court’s time.

Navarro is basically making allegations in the report and then footnoting the allegations referencing allegations made in various Trump lawsuits.
