I always thought CATS was a subdivision of state government and not the city government, although, as the primary stakeholder, the Metro council has the ability to appoint members to the CATS board.

He was the guy covering up the cash skimming of fares and payment of personal expenses of a CATS board member from CATS money. The skimming only got exposed after he left and the new guy requested an audit.

The whole premise of cats is corrupt. Drop $60mil where there was 10 before and watch the fireworks. Having property taxes pay for public transit is redistribution. I'll bet less than 10% of cats riders pay property taxes, and that's being generous.

Here's a novel idea.. If the bus fees aren't covering the cost of the bus ride--raise the damn fee!! Charge the people using it. Oh yeah, that's racist to want people to pay for their own shite.

I know if I lived there I would fine with a tax increase if the end result was money stayed in the local schools. I wouldn't be to happy with subsidizing the north baton rouge trash.

As is every parish. But that does not make a parish a state agency.

EBR runs CATS not the state.

I've also learned that some state funding for school is tied to how much industry is in your area. The intent of it is that areas with less industry have lower tax bases, and need extra cash. St. George is an exception - however - they will have plenty of tax revenue - it almost all comes from residents - but since there is less actual industry per capita than average - they'll get extra money for their schools.

One could say the same about road improvements done in South Baton Rouge with tax payer dollars. Could have made them all self-funded toll roads - but that's more of a philosophical argument than it is a tale of corruption.

From what I understand, state legislators (and the black caucus in general) had their hands in the pockets of CATS and I think the corruption was when they gave an IT contract to Calvin Mills. Wasn't state Rep. Dalton Honore the one who did that?

I'm not sure, but nobody in St. George pays property taxes to CATS and as far as I know, Kip Holden has zero authority over CATS. It seems to be that a lot of exaggeration and misinformation is coming from both sides of this issue. I honestly think the city incorporation aspect is a power grab by certain factions of the legislature/local boss hogs, but hopefully I'm wrong.

That's exactly the same as his absurd argument about every street incorporating.

I'm still hearing the same "It'll never work! That budget isn't big enough!" arguments as last week's . I'm still waiting for the viable alternative to incorporating.
All I got last time was to beg the metro council (we'll always be a minority there) or wait for the school board to improve. Yeah right.
In other words, they're REALLY scared we'll keep our tax dollars at home, and have no single plan or desire to improve the dumpsterfire that is EBRPSS. Thanks guys.

BR should try to beat St George to the punch and incorporate all unincorporated areas in the Parish.
