All this angst over something that is very dangerous to people over 65 (most have been vaccinated by now).
The “plan” should be herd immunity. About 50% will get the vaccine. The other 50% will eventually get one of the strains. Either way we are probably at about 65% vaccinated or previously infected.

If the media starts reporting heavy on the dangers of COVID again, followed by the Biden Administration soap boxing about things like mask and vaccine mandates for federal employees, pushing for vaccines, telling everyone getting vaccinated is their patriotic duty, showing new CDC studies, etc. the mass majority of the public forgets about everything else going on and assumes Joe is doing a great a job.
