Byron York: When Ted Cruz, GOP saw troubled future of Obamacare repeal

Byron YorkJun 29, 2017, 12:24 AM
In October 2013, Texas Republican Sen. Ted Cruz took a lot of criticism for his doomed effort to defund Obamacare. It was an impossible goal; the GOP was in the minority in the Senate and a Democrat was in the White House. Under those circumstances, defunding President Obama's signature achievement simply wasn't going to happen. Establishment Republicans were angry at Cruz for raising the hopes of the party's base before certain disappointment.

But there was one sense in which Cruz was right — and the words he spoke four years ago are resonating today in the GOP's struggle to repeal, or, more accurately, rewrite Obamacare.

Cruz based the defund effort on his contention that once Obamacare was fully in place and subsidies began to flow — that was scheduled to begin on January 1, 2014 — there would be no stopping it.

"The Obama strategy, I believe, is that on January 1, subsidies kick in," Cruz told a meeting of the Kingwood, Texas tea party in August, 2013. "And his strategy is very simple: He knows that in modern times no major entitlement has ever gone into effect and been unwound. Never been done. His strategy is to get as many Americans as possible hooked on the subsidies, addicted to the sugar."

"I think if we're going to stop Obamacare, we have to do it now," Cruz continued. "If we get to January 1, this thing is here forever."

Of course Republicans did not defund Obamacare — there was never any chance they could — and the subsidies began. And now, exactly as Cruz (and others) predicted, the entitlement program is proving extremely difficult to repeal. That is because, as Obama and the Democrats who passed it knew, Republicans trying to repeal Obamacare would be taking back something the government had already given to millions of Americans. Once the giving started, Cruz knew, there's no taking back.

And that's where Republicans are now. They've come up with a different way to provide subsidies, but regardless of name, they are trying to reduce those subsidies and make them available to fewer people. They are trying to cut back on the subsidized benefits insurance companies are required to provide to customers. They are trying to reduce the predicted number of people on Medicaid. They are trying to take back, not give. And it is proving very, very hard.

When you have supposed conservatives and republicans fighting to save the pork and welfare in ObamaCare especially when their home state GOP Governors whose states have grown addicted to the Medicaid dollars are fricking demanding it, its just a few steps away from over and will never be completely repealed.

Once an entitlement is given from the government, it will never be repealed. LBJ would be laughing his arse off if he could see republicans fighting tooth and nail to protect his big government bullshite in Medicaid 45+ years later.

Donald J. Trump @realDonaldTrump

We will immediately repeal and replace ObamaCare - and nobody can do that like me. We will save $'s and have much better healthcare!

Rally in Florida, October 2016: “Together we’re going to deliver real change that once again puts Americans first. That begins with immediately repealing and replacing the disaster known as Obamacare. My first day in office, I am going to ask Congress to put a bill on my desk getting rid of this disastrous law and replacing it with reforms that expand choice, freedom, affordability.”

“It’s going to be so easy.”

Rally in Pennsylvania, November 2016: “When we win on November 8th and elect a Republican Congress, we will be able to immediately repeal and replace Obamacare. I will ask Congress to convene a special session.”

So you're blaming Trump on how dumb the other Republicans are?

Republicans just need to realize that the people who are getting the free shite are never going to be Republican voters. Ergo, the "millions who will lose health care" are either people who will drop it because they are no longer forced to pay out the arse for it, and the welfare takers who vote D for a living.

But they A) think it's a huge PR loss and B) have been lobbied by pharma and insurance into making sure that it stays.

If Republican congressmen were actually interested in fixing the system and not maintaining their insurance lobby campaign money, it would be easy.

Would a, could a, should a

Congressional Republicans had 6 years to formulate a replacement and did nothing.

Republicans are more worried about pleasing their Big Business Masters and taking tax payer funded junkets around the world.

Yep - anybody with a brain knows that rejecting Romney in '12 was the death knell for the nation's social fabric. Obama's excesses could have been reversed then - But give entitlements a chance to become a part of people's lives and that war is lost.

Regardless of what anyone thought of Romney wrt 'pure conservatism' by rejecting him what we got was 'absolute limit of anti-conservatism' = and now it is almost too late to recover.

In fact it may well be too late - Trump is now absolutely the last chance to salvage something of our once proud national mores. And that is slipping away.

Sad but true - it is testament to the absolute degradation of the DEM party that these people are actually better than DEMs.

Yep....in the end we are all whores for the goodies. We may complain , bitch and moan...get on our high horse about terms like liberty, but when it comes down to it, when there is a "benefit" we will lay down like a whore and accept payment . Republican or Democrat....does not matter.

I keep trying to find reasons to dislike Ted Cruz, but when you listen to the substance of his positions....along with Rand Paul, may be the only worthwhile politicians in the Senate.

it would be a huge PR loss for Rs.

Eliminating obamacare without some sort of replacement would probably kill the senate and the house, and the presidency for them.
