Maybe it's directed at Americans traveling through Russia.
I've seen signs in different languages at airports before.

I've worked in 32 countries and walked on every continent including Antarctica. I've got two million miles on Delta alone with about 80% of those miles flown on international segments.
I've flown into and out of Sheremetyvo Airport (the international Moscow airport) about 40 times. You?
And a big news sign like the one shown in the OP is not likely to be found in Sheremetyvo Airport in English.

If it's in the int'l terminal then it's not totally unlikely. I recall there being a decent amount of English there.

I eventually took a picture with a hotel employee in the hotel lobby with an Arabic sign behind us and posted it in the thread.
TigerFred called me in my hotel room to verify I was in Kuwait and he posted about it in the thread.(I posted the hotel phone number and my room number for Rag to call me before I took the picture.)
Even then Rag wouldn't believe TigerFred.
