Yeah he lied. But it's a pretty understandable situation in my opinion. He was doing what everyone was doing. The media targeted him for being a typical baseball player. Just like Lance, people only care when the best is doing it even thought everyone the best is beating is also doing it.
I think A-Rod and Lance both lied for the same reason. They didn't want to be the honest good guy who went down while all of their competition was praised like they weren't cheating as well.

Yeah Lance dominated his sport while taking performance enhancing drugs that have him the edge over all the other competitors who were taking by many accounts more performing enhancing drugs. And he did it all after battling cancer.

I don't hate Lance for taking drugs or even lying about it. My hate comes from the sheer hell he put people thru who questioned his integrity during the investigation. He went out of his way to attack people personally, and it came back to bite him in the arse. He should have given Andy Pettite a call.
