What is the point of "assigning" Portland the 4 seed, other than that they won their division, when they have a worse record than both Memphis and San Antonio AND they don't get home court advantage? Just a "feel good" thing?

Well technically, it does affect things because they have the 6th best record. It really just comes from them changing the rule just a little bit. Used to be that the division winners got the Top 3 seeds, but Dallas got really screwed a few years ago when they had the second best record in the West behind the Spurs. So they decided they'd leave room for a great team in the Top 3. But then they added the rule about home court, which I like. I wish they would scrap the division winner thing, since scheduling really isn't affected much by it. It ends up rewarding undeserving teams anyway. It's not like you play a noticeable amount of more division games. It just means you play the team 4 times for sure instead of the occasional 3.
The Southwest has probably slightly tougher schedules, but the winner of the Southwest will always have a really solid record.

Well, as a Grizzlies fan, this year I like it. If they simply seeded the team based on record, Memphis would be a 4 and San Antonio would be a 5 and they would be playing in the first round. What Grizzlies fan in their right mind wants that?

That's why I was hoping that Memphis would get the 6 seed. Oh well. The people that play and coach the game wanted the 5 seed, and I reckon they know more than I do.

In all honesty, they know home court against Portland is possibly the easiest first round matchup they could have drawn. For a team that realistically isn't expecting a championship (not the Spurs or Warriors), getting out of the first round in the West is a solid year.
