Teen shot and killed for hitting two year old walking in street

The teen wasn't the driver, another guy (Archie Brown, Jr.) was driving and was shot when he got out of his car to check on the little kid.

I just searched to see if more info had been released and it looks like the 15 y.o. was the toddler's brother. LINK

This sounds like it'd be the ending for some PT Anderson movie, where everyone's paths cross in some coincidental, tragic ending.
