Also think about if you are wearing pants, shoes and a shirt- you've got a lot of clothes on and even if you can swim, you're disoriented and your clothes are weighing you down. I'm generally not on a boat fully clothed, but people that only fish and don't swim I could definitely see it. A sad story for sure.
