I'm looking for a bill passed by the Texas House of Representatives that requires consulting the original engineer of any project that you plan to make any additions/adjustments and the like. Any guidance would be appreciated, and I assume we have a large amount of PE's on the OT here. God bless (unless you're atheist, because then "God" isn't blessing you, maybe its some other "force" like the wind, who knows how you people sleep at night. JK)

You are obligated to contact the original engineer and notify them that you are modifying/amending their design but you don't have to "consult" them. Usually a letter or e-mail will suffice. In the event that you cannot locate them, then a letter to the firm they were working for at the time is usually sufficient.

Yes, exactly. What is the exact bill wording though? Thanks for your response.

This doesn't sound right^^^ Examples why-.... "He dead".... "He's no longer with our company and we don't have any contact info for him".... "Sure, I'll release that info. Just have the client give me a call or send me an RFQ".....

It's definitely right. I'm digging through the TBPE Laws and Rules right now. Not sure where to find it in actual legislation, but I know it's in the L&Rs somewhere.

I don't know the exact bill wording, but from the TEXAS ENGINEERING PRACTICE ACT AND RULES CONCERNING THE PRACTICE OF ENGINEERING AND PROFESSIONAL ENGINEERING LICENSURE:
§137.33 Sealing Procedures
...
(i) A license holder, as a third party, may alter, complete, correct, revise, or add to the work of another license holder when engaged to do
so by a client, provided:
(1) the client furnishes the documentation of such work submitted to the client by the first license holder;
(2) the first license holder is notified in writing by the second license holder of the engagement immediately upon acceptance of
the engagement; and

(3) any work altered, completed, corrected, revised, or added to shall have a seal affixed by the second license holder. The second
license holder then becomes responsible for any alterations, additions or deletions to the original design including any effect or
impact of those changes on the original license holder’s design.

It's on page 57/72 of the linked document.

You are correct about notification. But, you do not need to consult or submit approval to them.

Took me 20 minutes to make my post due to phone calls Didn't see you post Coco.

Yeah. Consult was the wrong word. Still, notifying them can be a challenge or impossible as you alluded to. I think a good faith effort is enough in most cases.
