He's been at it for an hour with spelling help from half the employees here.
Should I suggest he not quit?

I would post how he spelled resignation originally, but it included the N-word... mispelled of course.

I feel bad for the guy because he cleaned his life up and if he quits... He'll end up back where he was.
As for just being nice, state work is very...political.
Fraternizing with those quite a few levels below you is frowned upon, not officially of course, but it can (and does) affect your advancement.
You want a rapport with clear lines drawn.
It's a shitty place to work.
