At some point a large enough person with decent wrestling skills could simply bull rush her, and take her to the canvas. At that point they should be able to neutralize her superior fighting skills and hopefully take advantage of their greater weight and strength to pound from superior position or possibly get a submission hold.
Could I do it now? No, but take me back to my days in the Army, when I was in the best shape of my life, and I would take my chances.

I disagree based on what you consider an average man. A 135 pound woman against a 250 pound man who is athletic and with decent skills could probably handle himself pretty well. I'm not sure if you've ever been hit by someone of Rousey's size and strength, but it isn't like getting hit by someone who weighs 250 and can bench 350.
I'm not arguing either side, but don't think for a second she can whip every male, non-UFC fighter out there.

I'm 6'4" 230 lbs, work out and play sports a lot. Even if I was allowed to start out on top of her, she would beat me in probably 30 seconds due to submission.

Even people with significant size advantage would need to be in shape to beat that bitch. She'd wear big guys out and cold beat the shite out of a regular sized guy like myself. She isn't walking around 135 lbs either. She's cutting weight like every other fighter so even on fight day she's probably closer to 150 lbs.

Every does realIze she is a world class judo player and competed in the Olympics. Without throwing a punch or kick she could take down everyone saying they have a shot, unless you weight over 280 or have significant martial arts training.

At 6'1" 210 I would hope I could but I seriously doubt that I would tbh... i'd give myself < 1% chance

This has been discussed ad nauseum before in the OT.
I'll give you the Cliff's notes:
70% are realistic and say no.
20% are 'big' guys who think they could overpower her.
10% are just nuts and think they can fight better than a highly trained and tlaented MMA athlete.
