Rookie here...need help with black screen/arrow cursor issue

I have a little computer competency....not a lot. Here is the issue:
I have a Dell desktop Intel Pentium Inspiron 530S, fwiw.
A couple of days ago, I did a Windows Update and noticed that the fonts on several websites, notably this one and Facebook, had changed. On this site, I could barely read what I was typing due to the font change. I decided to then go in and change my Windows restore point to an update from a few days earlier. When I did this, all I have gotten since on reboot is the black screen with the arrow. I have tried safe mode to no avail. I'm at a loss. Any free ideas?

Chunk it and buy a new one... that machine is a 8-9 year old lower-mid level PC. It can't be running worth a shite when it actually works.
