I know Louisiana is a notary state for selling a used car. I've also read you can get an "acknowledgement of witnesses" form signed by two folks that later can be notarized with one of the witnesses present.

Is this true...anyone with experience here. LA OMV site is unclear. Of course.

Transfer of title happens at the notary

Yep, but in states like Misssissippi (where buyer lives) no notary is necessary and he can register vehicle there. (I'm in Louisiana). I called a notary...looks like if I sign with witnesses an "acknowledgement of witness" form along with a copy of my license he can go to Miss. and get it notarized if necessary and get title.

Now I'm confused again...

You can get your title notarized as open and it'll last for a month IIRC. Buyers just fill in their info. Don't actually have to have a notary present
