Office 2010 Icon's all turned generic and programs now open slower than normal.

Any suggestions? Windows 7 Ultimate PC. I have rebuilt the cache numerous times and that didn't correct the issue. Odd part is the programs open at normal speeds when working via remote but take 20-30 seconds to open when actually on the PC. Also i cannot perform a repair from the control panel for some reason.
