Will a 30.06 suffice or should I go up in caliber?

what kind of bear? What kinda distances you expecting. Dogs or bait for Black Bears I'd think 30-06 would be plenty.

Black bear, sure, brown...probably but I don't want something that can kill a bear, I want something that will kill a bear...300 mag or better, I choose a .338 win mag

30.06 is plenty for anything in North America. If it is a big Grizzly, I would use 200 grain bullets (probably Doubletap's Accubond load). For black bear 150 grain is fine.

.30-06 7 mag. 300 win mag. 300WSM. .338 win mag

Probably somewhere in the states within the next couple of yrs. My Dad really wants to get one....bucket list thing, and he wants me to plan it for him. I preferably would like to spot and stalk for a challenge I just don't know if his health will be able to. Any ideas are much appreciated.

anything used for whitetail hunting will be fine for black bear...

30 06 is fine for black bear. 30 06 has killed more Grizzlies than any other caliber but now days people will frown on using it when more powerful calibers are so readily available.
