I constantly hear yelling by fans and coaches that you can NOT play the ball when on the ground as an end all be all.

Please correct me if I am wrong, but the only mention of playing on the ground being illegal is if it is in conjunction with dangerous play....

It's not in the laws of the game, but has been widely adopted as a rule here in the USA. If it pertains to highschool play, those rules are dictated by the state athletics association, and may, in fact, be a foul. AYSO should follow FIFA's rules.

So if you are the referee, you would blow the whistle if no dangerous play is present?

This. Those coaches and fans just don't know the rules.

I've have yet to see this at any level.

I have had fouls called on me, and was once shown a yellow card, for playing the ball from the ground.

I know that it's not an official rule, but some people treat it as such. Also, I'm just saying it could be a high-school rule in certain states. I don't know if it is or isn't, only that the state athletic associations set their own rules.

Those were probably just incompetent refs unless they considered it dangerous play. I haven't heard of any association that will call a foul any time someone plays the ball on the ground.

So in some places Fred's goal in the Confed Cup would be called a foul?

Can't recall the goal off the top of my head.
