I looked this up after the game. To my knowledge, personal fouls are always assessed, either from the line of scrimmage, spot of the foul, the end of the run, or on the kickoff (whichever is appropriate for that particular play). You never have to make the decision to accept or decline the penalty. Whenever the ref makes the announcement, he never says anything about accepting or declining. The refs fricked up badly and are being let off the hook for that.
