1st person shooter arcade game from early 90s. Two person. Characters were cops taking out mutants (or robots, not 100% sure) through various levels (5 main, with 3 sub levels in each [plus a "finale" against a big bad]).

Great game.

LINK

There were a ton of these types of games back in the early 90's. My favorites were Operation Wolf and Terminator 2

Great link, man.

Operation Wolf was frickin awesome. And like I said this game was one of the pioneers and really fun to a 10 yr old.
Crossbow

I've never seen Crossbow. 83 would've been a bit early for me. I did not start going to the arcades until around 86. The first light gun game I remember playing was NES Duck Hunt at an FAO Schwarts display in 1985. My 6 year old mind was blown.
