Helps the players and officials, but doesn't do much good for the fans. There's really no safe place to go in most stadiums. Even the concourses below the bleachers are risky, especially if a panicked stampede breaks out.

Florida storms are nothing to frick around with for that reason. I think they still lead the country in average lightning strikes or something along those lines.
