people with unnaturally small penises are drawn to power professions. Instead of being able to frick a lady (or man) proper, they have to assert their dominance in other ways (think a dog humping a pillow).
Cops, military, any position of power the person probably has a small penis. If they don't, they probably think their penis are small.
