Keeper Leagues- how do you decide cost for keepers?

Do you just say the round they are drafted in the year prior? So if you drafted Luck in the 5th last year, you can keep him for a 5th this year? What about free agents what round do they cost?
Also, do you find guys picking up players at the end of the season so they can use them as keepers the following year? IE a guy that went on IR?

Depends on the set up. My keeper league is an auction league and the price is drafted amount+$5
