Wouldn't this give the Parties back some power that the SuperPACs have taken from them as of late?

For the most part, yes. Which is why it has merit with people on both sides of the aisle.

The other "rider" is a minefield, was probably included to sabotage the CRomnibus, and I wouldn't be surprised to see the Republicans restore the provision as a stand-alone bill when they control both houses. It's a bailout program for banks which encourages playing fast and loose with derivatives, and flies in the face of everything conservatives claim to be for.

So a thumbs up for the campaign funding rider and a thumbs down for the banking rider.

Parties were each getting $30-40 million / year in taxpayer money before. That was eliminated.

I don't see the issue in letting banks use derivatives/swaps to help manage risk. Keep a closer eye on it, but don't push it out completely.

Well, it is. But this oversimplification is important. Its why the tea party are against this. It'll strengthen the establishment.
