What the frick is our safety doing?

Probably can't see it on tv I can't even tell who the player is but he's lining up 15 yards past the LOS & as the ball snaps he backsteps another 5-10 yards like he's playing a prevent defense. Caroline didn't have a single receiver anywhere close to him the entire drive. That's a Rob Ryan problem not lack of talent.
