Shay Given and Brad Friedel during their stays at Celtic. Friedel played one reserves match, but Celtic wasn't able to get a work permit for him (he hadn't even signed for USSF yet). Given wasn't promoted after his youth career (manager decided that Kerr was a better prospect).

I blame Celtic for the Friedel vs. Timmy work permit issues. Celtic's failure to get Friedel a permit started the chain of events that caused Friedel to blackball Timmy.
