Need help with Windows 8.1

I can't make any changes to User Account Control because windows pops up saying "Connect a smart card." I've tried going to safe mode and regedit but the # is already 0. I tried the services solution but it is already stopped.
Does anyone know what I need to do?

You should connect an authorized smart card.

There is no authorized smart card. This is my personal computer. I changed my account from administrator to standard. I want to change it back to administrator, but can't access the settings.

Logon as the administrator account to change it back.

I was able to solve the problem using system restore. I wasn't able to access system restore in windows, but I was able to get there a different route.
