Question about lateral passes

The below issue came up in a flag football game last night. They don't have rules specifically about this, so lets assume NCAA rules would apply.
The above awesome graphic demonstrates that two players (both in motion) attempt a backwards pass. The angle at which the pass is attempted is backwards, however the fact that the ball is already moving forward with the running passer causes the ball to be caught at a point nearer the goal line than the stationary point from where it was thrown.
Is this considered a legal lateral?
(I have looked up the NFL & NCAA rules and it was still unclear to me.)

its about the trajectory of the ball, not the players position

All that matters is where the ball is thrown and where the ball is caught. If the ball is caught ahead of where the ball is thrown, it's a forward pass.

I always thought it went by the yardline. If you throw it from your own 35, then the ball has to be caught behind your own 35.

Also, in order to execute what you are saying in your picture, the ball would HAVE to be thrown forward.
Just because you keep running and end up in front of the ball when it is eventually caught does not mean you didn't just throw a forward pass.
