Would white residents of Ferguson be considered racist if they moved?

(All things considered)
If they were actually able to sell their homes for a decent price and move to better areas of town which just so happened to be majority white, would they be considered racists?

We at the TexEm try to cut down on shenanigans in this here part of West Central Missourah, old sport.
They on the other side of this state have obviously been contaminated by as yet undetermined pathogens, and it is in our best interests to limit interactions with said individuals to the bare minimum.
