Relegation in FBS football. A method

If we truly want to do a "relegation" system, we need to pair up Power 5 conferences with non-power 5 conferences based on geography, as there are currently 10 conferences.
For example:
PAC 12/Mountain West
Big Ten/MAC
Big 12/Conference USA
SEC/Sun Belt
ACC/American
To be relegated, you have to fit the following criteria.
1. You have to have 3 or fewer wins for 2 consecutive seasons.
2. You have to finish last in your division for 2 consecutive seasons or in the bottom 2 in the case of no divisions.
To move up, you have to fit the following criteria.
1. You have to win your division 2 consecutive seasons or your conference with no divisions.
2. You have to win 10 or more games for 2 consecutive seasons.
Under this pairing and scenario, here's who would be relegated and upgraded after the results of the last 2 years:
ACC/American - N/A as the American has only had 1 season.
Big 12/CUSA - Iowa State relegated, Marshall upgraded to Big 12
Big Ten/MAC - Purdue relegated to MAC West, Northern Illinois upgraded to Big Ten West
PAC 12/MWC - No movement
SEC/Sun Belt - No movement
Independents I'm still not sure of. I would make Army join the MAC. Navy is already in the American next season.
Same criteria are required to move up.
For example:

That'd be great when Idaho and New Mexico State are in the SEC

You clearly missed the part about having to win 10+ games and finish in the top 2 of your conference 2 seasons in a row
My system makes it EXTREMELY difficult, but not impossible.

It would have to be even though , in your scenario you could have unequal numbers of teams moving up or down

Just use the Big East from the previous year.

Good point--you might need some geographic flexibility. Like moving those schools into the PAC-12 if there's an open spot instead of the SEC.

Only movement that can happen is with an opening one way or another.
To move one team down, you have to move another team up, and BOTH MUST HAPPEN AT THE SAME TIME, making it extremely unlikely.

I like it.
Would've really sucked for us here recently though.
I think you'd get a lot of turnover in the middle of the pack. A 2 win team in the SEC could easily win the Sun Belt.

Not quite. Auburn finished last in 2012, so Arkansas would not be eligible for relegation because they didn't have 2 consecutive years of fewer than 4 wins.
Arkansas State didn't win 10 games 2 consecutive years, so they wouldn't replace you.
Teams that would be eligible for relegation/promotion under my system over the last 10 years:
Relegation: Duke (2005-2007), Illinois (2005-2006), Mississippi State (2005-2006), Iowa State (2007-2008, 2013-2014), Syracuse (2007-2008), Washington State (2008-2010), Vanderbilt (2009-2010), Kansas (2010-2014), Minnesota (2010-2011), Purdue (2013-2014), South Florida (2012-2013), Kentucky (2012-2013)
Promotion: TCU (2005-2006), Tulsa (2007-2008), BYU (2006-2007), TCU (2009-2010), Northern Illinois (2011-2014), Arkansas State (2011-2012), Marshall (2013-2014)
Here are the only ones that would match up
2005-2006: None
2006-2007: None
2007-2008: Tulsa would replace Iowa State
2008-2009: None
2009-2010: TCU would replace Washington State
2010-2011: None
2011-2012: None
2012-2013: Northern Illinois would replace Purdue
2013-2014: NIU would replace Purdue, Marshall would replace Iowa State
