It's based on the opinion of the ethics prohibitions and his contract with LSU. You don't need a blog to come to this conclusion. Just read:
Yet his time sheets mention nothing about teaching. He was in DC in committee hearings.
Also his contract with LSU requires 30 hours of work per month and his time sheets don't reflect half that.
Then there's the matter of him billing a LSU on days he was involved in committee hearings.
These aren't opinions, it's right there to read.

Maybe its a "bookkeeper error". That's a plausible excuse, right?

That's why I said a minimum ethics violation. If so it's really of no consequence but a slap on the wrist.

Ethics prohibitions and contracts don't have opinions.
The scope of the opinion in 2009-2010. Do you have anything applying to 2013?

Interpretations by an ethics board of ethics rules are most certainly an opinion. And I apologize for my sentence structure: quote:

should have been it's based on reading the contract with lsu and the opinion of the ethics prohibitions.
Eta: if the Ethics rules didn't change then the scope of the opinion doesn't. He is to limit his involvement with LSU to teaching only. He apparently is straining the definition of teaching to running the clinic. Good luck with that. He wasn't to be paid by govt funding. Explain that.
He'll also have to explain why he was being paid for twice the number of hours he was billing LSU.
He may have valid explanations for his hours but as for the ethics rules, we've all had adjunct professors. Obama was one. People who work in govt or private business who teach a few classes. That's what Cassidy was to do according to that letter. That's not what Cassidy was doing. He was practicing medicine when running the clinic, LSU was paying for his continuing education and licensing and the letter clearly states the practice of medicine is prohibited.
