pass interference rule idea

Defensive pass interference: spot foul.
Intercepting the ball on a play where you commit defensive pass interference: interception waived, 15 yard penalty.
On a scale of 1 to 10--1 being when the NFL added the 2 point conversion, 10 being college overtime--how stupid is this idea?

If you're the receiver, and I'm the cornerback, and I commit pass interference against you and then intercept the ball, they give you a 15 yard penalty and a first down.

Why does an interception change the penalty? That makes no sense.

If you're beat, you're better off just tackling the WR and pushing him to the ground then making an easy INT.
Why would you reward the defender for committing worse of a penalty by completely removing the WR from the play rather than let him try and fight off the penalty and make a reception with possible YAC.
This thread is in line with the making a punt a possible reception thread.
