Always does. Rule of the weather around here is when meteorologist try and hype up a severe weather event for days it almost always amounts to nothing. Never even heard a rumble of thunder last night or this morning.
Its the ones that they say oh its no big deal there is just a 30% chance of storms then we end up get a massive hailstorm with tornadoes and flooding rains.

A) as of the last 5 or so years that's wrong 95% of the time.
B) I don't know if it'll be severe today or not but there will definitely be a crap ton of rain and a chance for it.
Meteorologists aren't going to be right 100% percent of the time. Theres too many variables for that to be even slightly possible at this time. The unpredictability is the reason I chose to get a degree in this field though. But with the more knowledge we gain the better that percentage gets and the better it will get with time.
You gotta remember this is still a fairly new field of study. There's still tons of things to learn.
