Yes, and no.
He cannot pardon prospective illegal behavior. Thus, he could pardon Juan for breaking immigration laws up to today, but Juan would be a lawbreaker the second after the pardon was signed, since he would be in the country illegally.

He cannot pardon a class - he has to pardon by name, and specify, precisely the crimes for which the person is being pardoned. Now, it can be for a crime the person has yet to be charged or convicted of, but it must be specified (ETA: and - it cannot be prospective, as UDT suggests).

Does 'authority' matter, ST? Did he and Holder have the 'authority' to manhandle Atkinson, per the thread below?
We've gone beyond the Constitutional 'authority' thing; as tens of millions now are irreversibly intertwined into our system (Social Security, ACA, Government subsidies aplenty), which is supported by exponentially increasing debt/deficit spending.
When people abandon the old Constitutional model of Governance, and diametrically disagree on the 'two wolves and a sheep voting on what's for dinner' and seek Democratic solutions (think Ferguson)...God only knows what happens. Unintended consequences can be a bitch. I suspect none of us can even imagine how this shakes out.
BTW, Geraldo Rivera (on Fox n Friends, this morn) offered one the best and most persuasive arguments championing the President's action that I've ever heard. Nobody on that show - or me - could successfully refute his assertions. Of course, he paints the happy version...and leaves out the reality of numbers and economic unreality.

No visa, no passport, violating a number of laws regarding working, reporting income, remaining in the country illegally, misrepresentations on paperwork, and these are just the "law abiding" ones - wait until we get to the violent criminals, identity thieves, etc.

It is not an issue of the existing immigrants voting.
It is their children and grandchildren, who i assure you, will have and exercise the right to vote. Literally breeding a voter base.
