Should FJax/Reggie Bush be rostered in a 10 team league?

If so, what do you consider their value moving forward? Flex upside?

I value F Jax a lot more than Bush. F Jax is the clear cut #1 once/if he gets healthy. Bush gets fewer touches than Bell even when fully healthy.

Bush is on waivers in my 10 team league. Doesn't get enough carries, and past couple of games he's played, he's left early due to injury.
