Does the POTUS have to sign off on everything that is spent? If the House of Republicans wanted to defund everything that goes into the POTUS's EO on immigration could they do it alone?

If you mean the federal budget, CRAs, then yes.

Pretty sure Obama will have "his people" divert money to whatever he wants to do and then more money will be needed to fund legitimate programs and when more money is authorized, those funds will be diverted. Pretty fricked up.

Yep, and then they will claim foul and that the Repub's are "taking food out of the mouths of babies"
