In all honesty, this is the most likely reason for the positioning. They are all about controlling the narrative, and having someone much taller than their president stand next to him just isnt going to happen at a major photo op. Ive seen pictures where Obama was seated directly next to Xi with Putin being further off.

Without knowing who all the people are in the picture I cannot state whether the positioning is an insult or not. But, perception is very important to the Chinese, look how they reacted to Obama chewing gum as he got out of his limo.
I would not be surprised at all if the chinese placed Obama in that spot to insult him and the US.
