You are confused. They don't have any authority to force him to do it. However, they can stipulate the requirements if he wants to play in the NCAA again.

Do these guys get paid cash? If yes ... it'd be better to do community service than possibly have the IRS come calling.

Probably one of those bargain deals - "you do this (community service) and instead of being suspended permanently, we'll drop it to 2+2 games"
