Via less crowded prisons?
I am continually saddened at the seemingly high number of sex offenders who are released from prison and go on to commit additional sex crimes, or worse.

No, there's plenty of room for sex offenders. They are released (in Louisiana) due to laws enacted by the legislature and/or sentencing leniency by Judges.
