Do shock collars/electric fence satisfy fence ordinance for city animal control?

A pit bull in our neighborhood just destroyed a sweet old lady's dog while she walking her dog, who was on a leash but got on the pit bull's driveway. Pit bull was on a shock collar. The animal control is consulting with attorney's office to see if it meets the ordinance.

lesson is hold onto your dogs leash if it can't defend itself around other dogs.

why do you think it's ok to sue or try to go after a dog owner whose dog never left it's residence, yet your sweet old lady's dog couldn't follow the rules and crossed into that dogs territory, i'm sure barking like a son of a bitch, and got what it had coming to it.
Would i be in the wrong if i club you in the head with a baseball bat if you come running into my yard while i hit balls to my kid, and you come running into my yard charging and screaming at me?
The woman should have held onto to the leash, or maybe she should be the one with the barrier in her yard so she doesn't have to walk the dog.

You're an enormous idiot. The lady's dog walked onto the driveway to great the owner of the pit bull. What if small child walking down the street got mauled? A fence keeps your dog on your property and it keeps unwanted guests off your property.

what if a panel in the fence is faulty?
What if a kid jumps into the backyard over the fence to get a ball and gets mauled by a dog?
