Honestly and truthfully, for real help, he needs to sit down with a real live lawyer, and his documents in front of him and have a serious face-to-face.

What has the relative done that makes you consider them "sketch"?

The concept of seizin refers to taking possession and ownership of assets. The language is unnecessary in a Will. The phrase "without bond" simply means that the testator dispensed with the requirement of posting a bond by the executor. The purpose of the bond is to protect the succession assets.
