Bortles missed Shorts multiple times, including a would-be touchdown when Shorts was by himself running a post in the back of the end zone. I'd still gamble shorts over Baldwin.
Hard to envision Wilson throwing the ball 30+ times very much. He did on Sunday and Baldwin benefitted, but Wilson has only done it less than 25% of his starts.
On the other hand, Bortles has thrown 30+ times in each of his four career starts. He isn't the passer Wilson is yet, but I can't envision Baldwin getting the targets week-to-week that Shorts gets.

In games that Shorts III has played:
Against Cleveland, just three Jaguars received 5+ targets and Shorts led those targets. Against Tennessee, just two players received 5+ targets and Shorts led those targets. Against San Diego, three Jaguars received 5+ targets and Harbor led those targets. Against Indianapolis, two Jaguars received 5+ targets and Shorts led those targets.
I'm not sure where you're getting this premise that "Bortles will throw 30 times and six guys will get five targets each."
The guy has led the team in targets three of the four games he's played in and is no longer listed on the injury report. He is a safer option than Baldwin.
Edit: there has been no game this season that Seattle has had three players get 8+ targets. As a matter of fact, it hasn't been close, either.

Yeah, I wasnt being literal.
Just trying to illustrate that Bortles has 5 different guys he's spreading the ball around to while Wilson has 2 guys to spread it around to.

Well I've spot started Shorts twice this year and he has gotten me a combined 6 Pts. So I'm not to high on him going forward.

well yeah, that's what you get with shorts. if you own him, ideally you hope to never have to start him.
With Baldwin, this is his first crack at being SEA's WR1 since there is no Sid Rice, Harvin, or Golden Tate in his way. I dont see the harm in sitting on him another week or two and see if he becomes a consistent option.
