I'm going to go out on a limb and assume they're trying to target the Bronies who are already there trying to find the latest version of Twilight Sparkle to live out their sick fantasies.

It's understandable that Toys R Us wouldn't want to miss out on the market of 40 year old virgins that collect action figures. Do they enforce the age limits on video game sales like GTA? Just treat it like that.

It's a fine line that toy stores and comic shops have to walk. People expect them to cater to kids, but they make great money off of the adult collectors.
You can walk into a Barnes & Noble and have kids books on one side of the store and hardcore sex and violence novels on the other side. No one bats an eye. But when it's a toy store of comic shop, people see it differently.
