There's nothing about it in the rule.
I would think it is legal since the guy signaling fair catch doesn't catch the ball.

Pete never thought was a good coach at USC just had more talent than everyone else. He got out schemed and coached plenty of times

Look I don't really like the guy either, but it's pretty hard to argue against his results everywhere he's been

Pete Carroll has easily proven he is one of the best coaches in football. Two weeks doesn't change that.
