Clearly "well informed" and "intelligent" aren't always the same thing.
What this means is about 40%/2=20% of the nation's voters are manipulable Republicans! No wonder Republicans ads seem to target morons.

That's funny, I thought welfare qualifications were based on income, family size, and other financial qualifications.

Are you sure its not because the Republicans are constantly implying the only reason blacks vote Democrat is because they are easily led and too dumb to think for themselves?
I take that back. The Republicans are successfully manipulating blacks - to vote Democrat. Denying that there is any white on black racism at all also helps out tremendously.

And please don't try to tell us how informed or not easily manipulated the average black democratic voter is. We only have to look at the CBC to make that determination.
