Is there a way to delegate someone rights to change user info without giving them rights to create or delete accounts?

You can do it via the Delegate control Wizard and creating a custom delegation task. It's been several years since I did anything like this, but here's a link that may help(it's outdated info, though): LINK

So it's a share point app that will be doing the changes. I just have to give the service account minimal Privileges to accomplish the task. Don't want them deleting accounts etc.
