Active Directory delegation question

Is there a way to delegate someone rights to change user info without giving them rights to create or delete accounts?

Make a test account and try. I have no clue. last time I looked at delegation there were tons of options

There definitely is. We did it a while back but I don't remember the steps really.

We have a. .net application that allows certain people to update the information and view AD information

So it's a share point app that will be doing the changes. I just have to give the service account minimal Privileges to accomplish the task. Don't want them deleting accounts etc.
