Elvis was a brilliant entertainer and a very, very gifted singer (untrained).
Michael was born into a showbusiness family and at the cost of anything resembling a normal life, was a genius (almost savant) entertainer, as well as an accomplished songwriter.
Purely from a musical "talent" standpoint, Michael probably gets the edge based on songwriting alone.
However, Elvis was the King of Rock and Roll - he took black rock and roll (essentially a fusion of the American musical forms of Jazz, Blues and Country) and almost single-handedly turned it into a billion dollar business.
Without Elvis, there is no Beach Boys, Beatles, Stones, Zeppelin, Jackson 5, Prince, etc.
