There is a member of H.I.V.E named Damien Darhk, maybe thats who this new villain will be.

Well that seems a bit obvious for them, but it's kind of a glaring neon sign. Will we finally see that move forward? We've been waiting on them to move forward with the H.I.V.E. storyline for how many episodes? Since midway through S2 or so, right?

Yeah, that was definitely Shado that they showed, and they made it appear that she'll show up in the Hong Kong flashback (which would've still been after she supposedly died on the island). In a way, I think it would be a little much for them to start bringing a bunch of people back from the dead. But Shado is hot, and I liked her attitude on the island, so I'd probably be ok with bringing her back.
But holy crap, that preview video looked pretty darn crazy. Looks like Lance will finally figure out who the Arrow is, and evidently he isn't too pleased. I'm guessing from the video that the Arrow gets framed, and the SCPD and Palmer turn on him.

I think Ras will probably just tell Lance that Oliver confessed to killing Sara.

I doubt Ra's has any contact with Lance. But Nyssa could possibly do that. I'm sure she won't be to thrilled that Oliver is now "Heir to the Demon" and not her.
But I think that Lance's motive is just going to be that he is butthurt about Laurel playing hero while not telling him that his daughter died, and will put some of that blame on the Arrow (who he eventually will figure out is Oliver). From the way they edited that preview trailer, it looks like someone dresses up as the Arrow and goes on a killing spree. So I think Lance is just going to project his butthurt for Laurel towards Oliver instead.
On a side note, it'll be interesting to see what ends up driving Lance to Star City since he will apparently become a regular on the Flash starting next year. And I have a sneaky suspicion that may not bode well for ole Joe's future.

This is the first I've heard of this. I know he crosses over to the Flash later this season, but I havn't heard anything about him being a permanent part of Flash. Doesnt make any sense.

Well, I'm wrong on Ra's not having contact with Lance. I just read an interview with the actor that plays Lance stated that Ra's actually kidnaps Lance at some point this season. So yeah, Ra's probably does fill Lance's head with some crap about Oliver's part/knowledge of Sara's death.
