I'm gonna rule out Carter and FDR simply on the grounds that I cannot picture their rhetorical style including the word 'bloviating.'

It can't be FDR. He was never a 'former President' while he was alive.

Good point. But while we are on rhetoric and FDR it just occurred to me that Obama's speaking style (prepared orations) is most like that of FDR. Nose in the air. Tone of profundity. Very very similar. FDR's style was common in the pre TV days. It's rare to hear that style today because it comes off as impersonal and haughty.
