Why was Thurman Munson never elected into the HOF?

I'm not old enough to know what he meant to Yankees fans, the organization, the team, etc., although I have heard stories and the like.
Was his body of work not large enough?
From what I am gleaning from his statistics, he was likely on his way to Cooperstown had his life not ended suddenly and tragically.

Munson was the John Riggins of baseball. A lot of mystique, grit and guts type of player.
7x all star, 2 rings, MVP, and a few GG's...not too shabby a resume.
And he was a Yankees captain. The latter prob the most significant of all. Plus the sympathy of a well liked player dieing in a plane crash = Cooperstown...imho
